The records track construction on the N.C. 150 segment and East-West Connector Phase 1, plus reported initial site work at Cadia Village. Cadia’s master record does not establish that the Lowes Foods building has started. Cornelius Road interchange and Talbert Road have funding evidence for stated scopes. The Lowes Foods store remains conservatively classified as proposed because its building permit or start has not been verified.
Does “funded” mean construction is starting?
